The review, which cost approximately £3.3 million and involved over 120 contributors, highlighted instances where the BBC failed to investigate allegations adequately due to “inadequate record-keeping” and a lack of communication with complainants.

Westwood, who worked at the BBC for nearly 20 years until 2013, has strongly denied all allegations of bullying, harassment, and sexual misconduct. In a statement issued through his solicitors, he claimed that some individuals “behaved poorly” towards him and that he was “essentially advised to rise above it” when he raised concerns about a “toxic” work environment. The review did not find evidence of widespread knowledge of predatory sexual behaviour by Westwood but concluded that the BBC’s failure to connect isolated complaints meant it missed opportunities to act.

The BBC board acknowledged its shortcomings, stating that the organisation had been “too deferential to high-profile individuals” and failed to uphold its values. The report also noted that staff felt unable to raise concerns due to the perceived importance of “talent” like Westwood. The BBC has since implemented new policies to address bullying and harassment, including a specialist case management process for serious allegations.

The Metropolitan Police continues to investigate allegations of non-recent sexual offences involving Westwood, with a file of evidence submitted to the Crown Prosecution Service for consideration. The DJ, who has not publicly commented on the report, has consistently denied all accusations of wrongdoing.
