香港交易所宣布惡劣天氣下市場交易新安排

香港交易所(HKEX)宣布,將於2024年9月23日起實施惡劣天氣下的證券及衍生產品市場交易安排。此舉旨在確保香港市場在颱風或黑色暴雨等惡劣天氣情況下仍能正常運作,進一步提升香港作為國際金融中心的競爭力。

根據新安排,香港的證券及衍生產品市場,包括「滬深港通」、衍生產品假期交易及收市後交易時段,將在惡劣天氣下繼續開放。為確保安全,市場參與者應通過電子渠道提供經紀及銀行服務,避免實體服務點運作。

香港交易所行政總裁陳翊庭表示,此舉將使香港市場在任何天氣情況下都能為區域及國際投資者提供服務,並強調市場運作的安全性和穩健性。她感謝香港特區政府、金融監管機構及市場參與者的支持,並呼籲市場參與者為新安排做好準備。

為協助中小型經紀行適應新安排,香港交易所將提供特別安排,例如在惡劣天氣交易日暫時履行保證金支付或結算義務,但相關參與者將受到交易限制,並需在惡劣天氣信號解除後完成未履行的義務。此特別安排將持續至2024年底。

香港交易所已加強其基礎設施及運作安排,減少市場參與者對實體服務的需求,並將在實施前安排測試,確保市場參與者及其他相關行業持份者準備就緒。投資者應諮詢其經紀及銀行,了解惡劣天氣交易日的服務安排。

香港交易所與香港特區政府、證券及期貨事務監察委員會及香港金融管理局組成的「惡劣天氣交易工作小組」,廣泛諮詢了金融機構及市場參與者的意見,最終制定了相關運作模式。
