加薩停火協議為人道援助帶來希望
根據聯合國人道事務協調廳(OCHA)的最新報告,加薩走廊的停火協議為人道援助提供了重要機會。自停火生效以來,聯合國及其合作夥伴已大幅增加對加薩居民的援助,包括水、食物、庇護所、醫療、衛生、衣物和教育等服務。截至最新數據,已有801輛卡車進入加薩,提供急需的物資。
在停火的前兩週,聯合國近東巴勒斯坦難民救濟和工程處(UNRWA)已向120萬人提供食物援助,並開設了37個新庇護所,提供帳篷、毯子、塑膠布和冬季衣物等物資。此外,UNRWA修復了水井,並為近50萬人提供水和廢物處理服務。目前,約有12萬人居住在120個庇護所中,其中超過三分之一是停火後新開設的。
醫療方面,合作夥伴已重新安置醫療設施,並設立移動診所和新醫療點,以應對流離失所家庭的需求。世界衛生組織(WHO)已為160萬人提供醫療物資,並支持414名患者及其588名陪同人員的醫療撤離。聯合國人口基金(UNFPA)則提供更多藥品、治療和婦女健康服務,並在加薩市設立了一個由太陽能供電的婦女庇護所,以應對性別暴力風險。
OCHA強調,停火必須持續,以維持加薩的人道援助規模。同時,OCHA報告指出,以色列軍隊在約旦河西岸北部的行動持續造成平民傷亡和基礎設施損壞,進一步加劇當地的人道危機。
在剛果民主共和國,南基伍省的衝突導致更多人流離失所,運輸路線受阻,影響了糧食和其他物資的運送。北基伍省的人道夥伴則在安全允許的情況下進行評估並提供緊急援助。OCHA呼籲各方保護平民,並確保他們能夠獲得生存所需的基礎服務。
