Rep. Andy Ogles (R-Tenn.) has introduced a proposed constitutional amendment that would allow former President Donald Trump to seek a third term in office. The amendment, introduced on January 23, 2025, aims to revise the 22nd Amendment, which currently limits presidents to two terms. Ogles’ proposal would permit a president to serve up to three terms, provided the first two terms are non-consecutive. This would specifically benefit Trump, who is serving a second non-consecutive term, while barring former Presidents Bill Clinton, George W. Bush, and Barack Obama from seeking a third term.
In a statement, Ogles argued that Trump’s leadership is essential to reversing the nation’s decline, stating, “He has proven himself to be the only figure in modern history capable of reversing our nation’s decay and restoring America to greatness.” The amendment would require a two-thirds majority in both the House and Senate, followed by ratification by 38 states—a process widely seen as unlikely given the high threshold and lack of bipartisan support.
Trump has previously joked about seeking a third term, telling House Republicans in November 2024, “I suspect I won’t be running again, unless you say, ‘He’s so good, we have to just figure it out.’” However, Republicans present at the time dismissed the remarks as a joke. The 22nd Amendment, ratified in 1951, was enacted in response to Franklin D. Roosevelt’s unprecedented four-term presidency.
Ogles, a member of the House Freedom Caucus, has faced criticism from both Democrats and some Republicans for the proposal. Rep. Steve Cohen (D-Tenn.) called the idea “enough chaos for any nation to endure,” while others have dismissed it as a political stunt. Despite the long odds, Ogles’ move underscores the deep loyalty Trump continues to command within the Republican Party.
