Tennessee Congressman Proposes Amendment for Trump's Third Term
A Republican congressman from Tennessee has proposed a constitutional amendment that would allow former President Donald Trump to seek a third term in office. Rep. Andy Ogles introduced a House Joint Resolution on Thursday, Jan. 23, aiming to revise the 22nd Amendment, which currently limits presidents to two terms. The proposed amendment would allow a president to serve up to three terms, provided their first two terms were non-consecutive.
The 22nd Amendment, ratified in 1951, was established after Franklin D. Roosevelt served four terms. It explicitly bars any person from being elected president more than twice. Ogles’ proposal would permit Trump, who has already served two non-consecutive terms (2017-2021 and 2025-2029), to run for a third term in 2028. However, it would prevent former presidents like Barack Obama, who served two consecutive terms, from seeking a third term.
Ogles argued that Trump’s leadership is essential to reversing the nation’s decline and restoring its greatness. “President Trump’s decisive leadership stands in stark contrast to the chaos, suffering, and economic decline Americans have endured over the past four years,” Ogles said in a statement. He added that the amendment would ensure the country can sustain the “bold leadership” it desperately needs.
The proposal faces significant hurdles. To amend the Constitution, the resolution would need a two-thirds majority in both the House and Senate, followed by ratification by at least 38 states. Given the current political climate and the narrow Republican majority in Congress, the amendment is unlikely to pass. Democrats have already criticized the proposal, with Rep. Steve Cohen (D-Tenn.) stating, “Two terms is enough chaos for any nation to endure.”
Trump has previously hinted at the possibility of a third term, though he has also dismissed the idea. In a May 2024 interview, he said he would not challenge the 22nd Amendment, stating, “I wouldn’t be in favor of it at all. I intend to serve four years and do a great job.” However, during a November 2024 meeting with House Republicans, Trump joked about running again, saying, “I suspect I won’t be running again, unless you say, ‘He’s so good, we have to just figure it out.’”
The proposal has sparked debate over the limits of presidential power and the potential for authoritarianism. Critics have drawn parallels to leaders like Vladimir Putin and Xi Jinping, who have extended their rule by altering term limits. While Ogles’ resolution is unlikely to succeed, it underscores the deep loyalty Trump commands within the Republican Party and raises questions about the future of presidential term limits in the U.S.
