USPS Halts Package Deliveries from China and Hong Kong Amid Tariff Changes
The U.S. Postal Service (USPS) has temporarily suspended inbound package deliveries from China and Hong Kong, effective immediately and until further notice. The decision, announced on Tuesday, comes in the wake of President Donald Trump’s executive orders imposing new tariffs on China, Mexico, and Canada. While letters and large envelopes from China and Hong Kong will continue to be processed, package shipments are halted indefinitely.
The move targets a popular trade loophole known as “de minimis,” which allows shipments valued under $800 to enter the U.S. duty-free. Chinese e-commerce giants Temu and Shein have heavily relied on this provision to offer low-cost goods to American consumers. In 2024, the U.S. processed over 1.3 billion de minimis shipments, with Temu and Shein accounting for more than 30% of these packages, according to the U.S. House Select Committee on the Chinese Communist Party.
The suspension could disrupt cross-border e-commerce, as USPS handles approximately 31% of last-mile deliveries for such shipments. Industry experts warn that the halt may lead to increased costs for sellers and higher prices for U.S. consumers. Private carriers like DHL, FedEx, and UPS may also face heightened demand as alternatives.
Lawmakers and trade organizations have criticized the de minimis provision, arguing it gives Chinese companies an unfair advantage and facilitates the entry of illicit goods, including fentanyl, into the U.S. The USPS has not clarified whether the suspension applies to packages sent via private carriers or provided a timeline for resuming services.
